Parameters of the earthquake have been determined in the Alert Service (AS) of Information Processing Center (IPC) of Geophysical Survey of RAS in Obninsk with station data obtained from digital and analog seismic stations of Russia, countries of CIS and from abroad. Alert message on this earthquake has been delivered in 10 min after registration to the Ministry of Emergency of the Russian Federation (EMERCOM).
Preliminary processing has been done with data from 18 stations, accurate processing - with data 58 stations.
     Fig. 1 presents fragments of records obtained from digital stations Makanchi Array (∆ 9.2º), Kurchatov (∆ 11º), Borovoe (∆ 12.9º), Dzhazator (∆ 13.7º), Arti (∆ 18.7º). Fig. 2 presents fragments of records obtained from digital stations Belogornoe (∆ 21.2º), Garni (∆ 21.7º), Kislovodsk (∆ 22.8º), Kirov (∆ 23.7º), Talaya (∆ 23.8º).

    Macroseismic manifestations
According to Institute of Seismology of the National Academy of Sciences of the Kyrgyz Republic this earthquake was felt in: villages Laglan, Kara-Seget, Bek-Jare with intensity 7 MSK, in villages Chaichi, Kyzyl-Tuu, Bash-Bulak with intensity 6-7 MSK, in Osh with intensity 6 MSK, in Uzgen with intensity 5-6 MSK, in Jalalabad with intensity 4-5 MSK, in Bishkek with intensity 3-4 MSK. According to Kazakhstan National Data Center this earthquake was felt in Kazakhstan in Taraz and Shymkent with intensity 3 MSK, in Almaty with intensity 2 MSK. Fig. 4 was obtained from USGS NEIC , it presents USGS Community Internet Intensity Map made by 24 responses in 7 cities.

    Historical records
The epicenter of this earthquake was located 155 km E of the epicenter on July 19, 2011 М=6.3 and 105 km N-W of destructive earthquake of October 5, 2008 M=6.6, which killed 70 persons.
Focal mechanism and seismic moment of the earthquake
Focal mechanism solution was obtained in IPC GS RAS with signs of initial arrivals of P waves at 53 stations, including 37 stations which registered the waves of compression (plus signs) and 16 stations which registered tensile waves (minus signs). These stations are located in the interval of epicentral distances 1.4–84º and in azimuth alignment Az=11-352º. Focal mechanism in stereographic projection at lower hemisphere is shown in Fig. 5, the elements of the mechanism are presented in Table 2. Fig. 6, 7 present focal mechanism solutions of the origin obtained in USGS NEIC with Body-wave Moment Tensor (Mwb) technique and in Quick CMT Catalog Center, USA obtained with CMT technique. Solutions obtained in different centers are close. This quake has occurred under the action of prevailing compression stresses, oriented to the northwest and the tensile stresses oriented to the east. Nodal plane NP1 in all solutions is almost vertical (DP=53-65º), NP2 plane is flatter (DP=47-48º). NP1 plane strikes S-W (STK=218-231º), NP2 plane strikes east (STK=90-107º). The type of motion for NP1 – overthrust (with left latteral slip component), for NP2 – overthrust with right latteral slip component. The seismic moment of the earthquake, obtained in IPC GS RAS with spectra of P waves at the «Talaya» station (∆23.84º), Мо=4.4*10**17 N*m, Mw=5.7; according to USGS NEIC – Mo=1.4*10**17 N*m, Mw=5.4; according to СМТ – Mo=2.6*10**17 N*m, Mw=5.5.
